Med-TSO and MEDREG Strengthen Cooperation on Guarantees of Origin for Renewable Electricity in the Mediterranean

Guarantees of Origin (GOs) are electronic certificates that verify when electricity is produced from renewable sources. They are key to fostering transparent, reliable, and interoperable renewable electricity markets across the Mediterranean.

Together with MEDREG, we organised a joint workshop in Milan, Italy, focused on the role of GOs in enabling green electricity trading across the Mediterranean. The event brought together regulators, transmission system operators, and energy experts to exchange views on how these instruments can support the region’s energy transition.

During the first session, MEDREG shared insights from its upcoming report on green electricity trading, providing an overview of regulatory frameworks, certification systems, and best practices from Mediterranean countries. Case studies from Jordan, North Macedonia, and Portugal showcased different approaches to implementing and monitoring GOs.

In the following session, Med-TSO outlined how Guarantees of Origin are evolving from consumer information tools into strategic instruments for renewable integration and cross-border cooperation. The Association also presented a four-step roadmap to enhance coordination and technical harmonisation among Mediterranean TSOs, highlighting the importance of interoperability between EU and non-EU systems.

Discussions further explored the potential links between GOs, the Carbon Border Adjustment Mechanism (CBAM), and emission trading systems, underscoring the need for clear standards to ensure transparency and reliability.

The workshop concluded with a shared commitment from all participants to strengthen cooperation between regulators and system operators, working together toward a more interconnected and decarbonised Mediterranean energy market.
