Med-TSO publishes first-of-its-kind study on flexibility needs in Southern and Eastern Mediterranean power systems 

Med-TSO has released the report “Flexibility Needs Assessment for Selected Southern and Eastern Mediterranean TSOs”, a pioneering study covering six non-EU countries: Morocco, Tunisia, Libya, Egypt, Jordan, and Lebanon
This publication represents the first comprehensive assessment of flexibility requirements across this part of the Mediterranean region. 

The study analyses three milestone years — 2025, 2027, and 2030 — each reflecting progressively higher shares of variable renewable energy. The results show a substantial increase in flexibility and ramping needs over time, highlighting the magnitude of the transformation required to maintain system resilience as renewable penetration grows. By quantifying the flexibility needed to manage these evolving conditions, the report provides concrete insights for system operation. 

A key component of the study is the evaluation of strengthened interconnections with neighbouring countries. The findings demonstrate that regional integration significantly reduces flexibility needs, thanks to the smoothing variability and the optimised resource deployment across borders.  

The conclusion is evident: investing in new interconnections and maximizing their efficiency through a greater coordination among Mediterranean TSOs will be essential to building a resilient, secure, and fully decarbonised Regional Power System.
